In theory, you can reach her without having faced a single Trainer. Lucy guards the Battle Pike, the facility of Hoenn's Battle Frontier where every room is drawn at random. The game gives her the title of Pike Queen, and she awards the Luck Symbol to Trainers who get the better of her level 100 Pokémon.

Twenty-Eight Rooms Before You See Her
Lucy waits at the end of the Battle Pike, one of the Battle Frontier's facilities. The player only meets her after clearing twenty-eight rooms in a row, never knowing in advance what the next one has in store.
This random draw has a consequence that's rarely possible anywhere else: the route can spare the Trainer any encounter with a human opponent, and bring them face to face with the Frontier Brain without having battled a single other Trainer in the building.
The reward is called the Luck Symbol. Its silver version is on the line after twenty-eight rooms and earns eleven Battle Points; the gold version requires crossing one hundred forty rooms and pays out eighteen.
Two Level 100 Trios: Attrition First, Power Second
For the silver symbol, she fields her Seviper, a Shuckle and a Milotic. All three are level 100, a cap the Battle Frontier applies to its Frontier Brains.
Their moves give the method away: Toxic and Poison Fang set up poison, Protect buys turns, and Milotic chains Recover and Mirror Coat while holding Leftovers. The trio plays for time rather than power, and lets the status condition do the work.
The gold battle reshuffles the deck: Seviper stays, but Steelix and Gyarados take the place of Shuckle and Milotic. Earthquake, Explosion, Intimidate and Dragon Dance replace the attrition toolkit with far more direct threats.
🌊 The giant of her second trio has its own section: browse the collection Gyarados.

A Trainer Modeled on Her Seviper
Her signature Pokémon doesn't just open her battles: it dictates her entire look. Two red streaks run through her long black hair like the blade at the tip of the snake's tail, and her eyes pick up the same color.
The rest of the outfit follows suit — a sleeveless purple crop top, long purple gloves reaching up to just below the elbows, black pants cinched with a golden belt that evokes scales, purple heels. Her slightly sly look hints at a teasing personality, never a malicious one.
The mobile game Pokémon Masters recruited her on July 10, 2020, in her Emerald outfit and as a sync pair with Seviper. Her description there contrasts her calm exterior with a competitive temperament: she remembers the names of those who have beaten her.

Lucy on Screen, Pike Queen in the Manga
The anime's French dub keeps her English name, Lucy, and gives her a soft spot for Brock. The international versions give her a sister, Barbara, whom the games have never mentioned.
On screen, she battles with Seviper — Poison Tail, Flamethrower, Bite — and Milotic, which can use Hydro Pump, Iron Tail, Twister and Facade. Six other species are linked to her without any moves being attributed to them: Makuhita, Abra, Snorlax, Cyndaquil, Skitty and Swinub. The episode "Queen of the Serpentine!" pits her against Ash, with her two battlers taking on the boy's Donphan and then his Pikachu.
The manga has her appear as early as the Battle Frontier's opening ceremony, alongside the other Frontier Brains. There she wins a Double Battle alongside Spenser, the two partners prevailing against an Electrode and a Swalot.
She's the one who then invites Emerald to take on the Battle Pike. The young man makes it through every room and reaches her with a badly poisoned team, but he eventually brings down the Pike Queen. She shows up again at the end of the arc, with the other Frontier Brains, busy stopping the rental Pokémon that had been taken over.

In short
Lucy runs a challenge where the luck of the draw decides part of the route, and she responds with the most patient strategy in the entire Battle Frontier: set up the poison, then wait. Her second trio, however, drops that caution in favor of Steelix and Gyarados. A Frontier Brain who copied her Seviper right down to her hairstyle, and who battles the way it does.
