On the Hoenn Elite Four, an Heir to Mt. Pyre
Phoebe is one of the four Trainers who guard the road to the Champion title at the Hoenn Pokémon League, based in Ever Grande City. Her specialty is the Ghost type, and her ancestry ties her directly to one of the most storied places in the region: her grandparents watch over the Red and Blue Orbs at Mt. Pyre.
That family tie isn't a background detail; it's pretty much the only personal thing the game grants her. Her pre-battle lines aren't about strategy or titles, but about her grandmother still up on the mountain, who she hopes is doing well. At the exact moment the player is putting their League run on the line, she's thinking about someone else.
The profiles that accompany her sum up her approach in two steps: lead the opponent astray, plunge them into confusion, then strike while they're still getting their bearings. Asked about her favorite species, she names none in particular and offers just one criterion: the ones that are hard to figure out.
Finally, her lineup isn't set in stone. The Elite Four refresh their teams once the Delta Episode is over, so a player who comes back after the post-game doesn't face exactly the same battle they won the first time.
The Ghost Hidden in Her Introduction Cutscene
Each member of the Elite Four is introduced by a short cutscene before the battle. Phoebe's contains three anomalies that the others don't have, and they only show themselves once, during the very first encounter.
In the last second before the fade to black, a little girl appears sitting in Phoebe's chair. The next shot takes the child's point of view: she gets down from the seat and walks toward the player character, with the camera at her eye level.
The third shot, filmed from the right side of the room, shows her hiding behind the protagonist — her face peeking out at neck height. Then the apparition stops dead: the event never plays again, and later visits unfold as if nothing had ever happened.
No line of dialogue goes with it, and no character ever brings it up afterward. The scene remains an anomaly no one comments on, something to notice for yourself or miss for good, which makes it one of the rare horror ideas the series has slipped into a mandatory battle.

Two Outfits and Three Partners in the Mobile Game
The mobile game has featured her since launch, and today she appears there in two looks. Her Omega Ruby and Alpha Sapphire outfit opens up two possible pairings: a Dusclops by default, which can evolve into Dusknoir, and a Sableye available to anyone who exchanges the dedicated voucher.
The second outfit comes from a Halloween season, in 2023. Phoebe wears a costume and teams up with a Cofagrigus: its description tells how she shed light on a nighttime phenomenon at a museum and befriended the Pokémon along the way.
It's also this game that spells out her backstory most clearly: it was at Mt. Pyre that she trained to converse with Ghost-type Pokémon. The place where her grandmother lives is therefore also where she learned her craft, which closes the loop between her family history and her battle specialty.
Beyond the Games: The Key to the Regis, in the Manga
The manga adaptation gives her a specific mission. Steven Stone summons the Elite Four and hands out the roles: her colleagues set off to awaken the three Regis, while she is sent to a young blind boy who holds the key to that awakening.
She comes back with a tablet, and it's through this object that awakening the golems becomes possible. She later turns up alongside Glacia, the two Trainers busy controlling a Regice — an underling's role, in a plot whose decisions are made elsewhere.
The manga does, however, give her her only documented emotional scene: she is seen mourning the death of Steven Stone. In everything the series remembers about her, it's the only moment she is shown grieving rather than on duty.
The anime, for its part, has never featured her. Her career outside the games is therefore limited to the manga and the trading card game, where she arrived with the EX Power Keepers expansion, released in France on August 24, 2007.

In short
Phoebe holds a low-key place on the Hoenn Elite Four: few lines, no second job, and a private life that comes down entirely to how worried she is about her grandmother. What sticks in your memory, then, doesn't come from her team, but from three shots of a cutscene that most players will see only once, without knowing it will never come back. A Ghost specialist whose best selling point is what you weren't supposed to see.
