One of the three Team GO Rocket leaders
Sierra can only be encountered in Pokémon GO. There, she shares the top ranks of Team GO Rocket with Cliff and Arlo: three Leaders for a single branch of the organization, the one the real-world game invented for its own universe.
Her official description fits on one line — a young brown-haired woman — and most of the character comes through in what she sends into battle: Shadow Pokémon, Team GO Rocket's dark merchandise.
Her temperament, on the other hand, shows in every one of her appearances. She taunts before she strikes, openly mocks her opponents' goals, demands a battle from the very first encounter, and pulls rank when the result doesn't suit her.

October 2019: An Encounter Without a Battle
In late October 2019, Spark quietly tinkers with the Rocket Radar prototype without authorization. His goal is to rescue Eggs from PokéStops corrupted by Team GO Rocket, and it's these secret tests that put him in the path of a stranger.
The stranger is Sierra. She introduces herself as one of the organization's Leaders, ridicules Team Instinct's leader and the project he's championing, then demands a battle. The battle never happens, since Spark doesn't have a single Poké Ball in his pockets — the scene ends with a provocation left hanging.
On November 5, she breaks her silence with a message addressed to the Instinct leader, in the same volley as her fellow Leaders. In it, she mocks his naivety, warns him it will end up costing him dearly, and says she's ready to remind him herself just how harsh the world is.
The November Showdown, and a Defeat She Refuses to Call One
On November 12, 2019, the promise is kept. Spark tracks her down with the Rocket Radar developed by the assistant of Professor Willow, and the showdown takes place at a nearby PokéStop.
The Instinct leader arrives with a fast, powerful team, but Sierra's Shadow Pokémon give him a hard time. The challenge fires up both sides, and the match stays so close that it nearly ends without a winner; in the end, Spark's skill wins out over the Leader's experience.
What happens next says a lot about her. Visibly annoyed, Sierra packs up in seconds and recasts her defeat as a draw: to hear her tell it, she went easy on a beginner, and now they're even. She leaves already thinking about a rematch, even setting a date with the one who beat her.
Battling Her In-Game: Rocket Radar and Team GO Rocket Hideouts
You won't find Sierra on just any street corner. First you need to put together a Rocket Radar, then track down a Team GO Rocket Hideout: it's the only place where a Leader will accept a battle, unlike the Grunts you can push around just about anywhere.
Her team has three Pokémon, but only part of it is set in advance: the second and third slots are each drawn at random from three possibilities, which makes it impossible to build a single counter. After the battle, one of the Pokémon becomes catchable, with a chance of it being Shiny.
The documented pool of her successive lineups leans heavily toward Dark and Psychic types: Sneasel, Houndoom, Sableye, Absol, Cacturne and Sharpedo on one side, Alakazam, Hypno, Gardevoir and Gallade on the other, with Lapras, Exeggutor, Shiftry or Beldum as backup. These lists describe past rotations and are no guarantee of the current lineup.

From Spanish, where the word means a mountain range. All three Team GO Rocket Leaders have names borrowed from geography, a nod to the geospatial technology Pokémon GO is built on.
In short
Sierra comes down to one attitude: that of a veteran who provokes, takes a defeat, and immediately rebrands it as an act of mercy. Two weeks in the fall of 2019 are enough to establish the character, through a battle-free encounter, a mocking message and a narrowly lost showdown. Her name, borrowed from the Spanish for a mountain range, extends the running joke: all three Leaders are named after landforms, a nod to the mapping technology that powers the game.
