Lt. Surge: The American Soldier Guarding Kanto's Third Gym

1003 words | Reading time: 5 minutes

He has sent more Trainers off to be healed than anyone can count, and he brags about it. A former soldier in the American army, Lt. Surge traded his uniform for a job as Gym Leader in Vermilion City. He champions the Electric type, hands out the Thunder Badge, and looks down on anyone who comes to challenge him. Without meaning to, he also delivers Generation I's best lesson on evolution.

A former soldier, and an accent he keeps

The character served in the U.S. Army before taking over a Gym — and that past has a very concrete consequence: in some language versions, he speaks in English.

A later tournament clarifies his origins by moving them: there, he is said to come from Unova, a transparent nod to a region inspired by New York.

His Gym is the third in Kanto, and the Thunder Badge he awards is one of the region's eight official badges.

Proud, cocky, and anything but gentle

The character is energetic and arrogant. In every one of his appearances, he first sizes up whoever comes to challenge him — in the anime, Ash gets saddled with the nickname "baby," which the Gym Leader pins on everyone he plans to beat.

He holds nothing back in battle. His Raichu has sent a long line of challengers to the city's Pokémon Center, something the series shows rather than tells.

Still, he recognizes the worth of whoever beats him. After his defeat, he admits to Ash that he's "not a baby" after all — coming from a character so stingy with compliments, that admission says it all.

The lesson he teaches without meaning to

The episode that pits him against Ash is famous for one specific reason. Beaten the first time, the Trainer offers his Pikachu the chance to evolve so it can keep up — and the Pokémon flatly refuses, knocking the Thunder Stone away.

The answer comes from somewhere else. While boasting about his Raichu's strength, the Gym Leader insists that a Pokémon should evolve as early as possible — and in the same breath gives away his own partner's weak spot: having evolved too young, it never learned certain moves.

The battle then turns on speed and agility. It's one of the rare times the series concretely shows that evolving isn't always the same as improving.

The phone number and Tuesday mornings

The games give him one of the most convoluted secrets of their era. After you earn the Thunder Badge, you can find him outside his Gym, near the Power Plant on Tuesday mornings.

But you have to meet the conditions first: have defeated or caught Zapdos, and show up with a Pikachu trotting along behind you. He then hands over his phone number.

That number unlocks two things: a rematch, and a Pokémon trade. Even Kanto's haughtiest Gym Leader is willing to stay reachable — as long as you've done your homework.

In the manga, a Gym Leader who switched sides

The manga adaptation turns him into something else entirely: a Gym Leader who has defected to Team Rocket.

His job: seize the Pokémon owned by the city's residents, starting with the members of the Fan Club, then sell them to fund the organization.

He later comes back for revenge at Silph Co., using a rocket launcher to fire Voltorb and Electrode. His military background takes on a much more literal meaning there.

In short

Lt. Surge is the most intimidating Gym Leader in Kanto, and the most memorable one. He humiliates you before he battles you, fills the beds at the Pokémon Center and concedes defeat in a single sentence. Above all, by bragging about his method, he hands over the very argument that takes it apart: evolving fast isn't the same as evolving well.
