She saves the best piece of information for after the battle. Shizune is a young Trainer from Kitakami, met on the way to Kitakami Hall during the Festival of Masks. A passing opponent, a single Pokémon, three lines of dialogue — and yet enough material to understand how this region ties its people to Kitakami Hall.

A Mossui Town Local in Festival Dress
Shizune grew up in Mossui Town, the Kitakami village that The Teal Mask expansion opens up to players of Scarlet and Violet. Her father serves as caretaker there, at the community center — a family tie she only mentions once the battle is over.
On the day of the Festival of Masks, she puts on a pink jinbei. The outfit isn't just decoration: it moves her into the "Festival Girl" Trainer class, to the point that her battle card announces her as "Festival Girl Shizune" rather than by her first name alone.
You'll find her on Reveler's Road, between the village and Kitakami Hall. Making eye contact triggers the battle, just like with any other Trainer along the way, and all three of her lines revolve around the hall: the activities held there before the battle, the Festival of Masks taking place there after her defeat, then the reveal about her father.
A Vulpix That Levels Up with Your Game
She sends out just one Pokémon: a Vulpix (female), a Fire type with the Flash Fire Ability. A modest opponent, in keeping with her status as a local met by the side of a path.
Her battle data, however, sets up two very different fights. Her Vulpix shows up at level 16 as long as the main story isn't finished, and at level 59 once it is; the prize money paid to the winner follows suit, from 640 to 2,360. The character stays the same; the difficulty doesn't.
Her moveset is single-minded: Fire Spin, Inferno and Fire Blast cover three power tiers of the same type, with Safeguard as the only non-offensive option in the set.

In Pokémon Horizons: Blisters and a Mix-Up
The anime brings her back exactly as she is — same village, same father — for an episode devoted to the festival celebrating Kitakami's apple harvest. Young people end up with their feet covered in blisters from wearing geta, and Mollie, the Rising Volt Tacklers' medic, sets up an impromptu first-aid station. Shizune is first in line.
Liko, Roy and Dot are surprised to find the line, get the situation explained to them and are handed bandages to help out. Shizune is treated first, but she wobbles as she gets up from her chair: the Crocalor belonging to Roy, its mind swapped with its Trainer's, drops onto all fours to catch her. She blushes, thanks the one she believes to be the boy, and assures him she can walk again.
The mix-up has a concrete consequence. Back at the community center, she tells her father about her evening; on learning that the Rising Volt Tacklers want to reach the Crystal Pool, the caretaker gladly grants them access. When she joins the group, Roy recognizes her right away, and she blushes a second time as she thanks him — under the stunned gaze of Carmine.

In short
Shizune belongs to that category of characters you meet only once but whom the game still takes the trouble to ground: a village, a father who gets a mention, a festival costume, a Pokémon that levels up along with your game. Her last line is also the most useful, since it links the path to the village community center. The anime picks up exactly that thread, turning her gratitude into the key that gives the group access to the Crystal Pool.
